چکیده
اهداف: مساله شناسی سیاست های شهرسازی ایران با تمرکز بر بعد حقوقی برنامه های توسعه شهری در دوره بعد از انقلاب از اوائل دهه ۶۰ تا اواخر دهه ۹۰ می­باشد.

روش کار: به این منظور پس از مطالعه دقیق متن مصوبات در بازه زمانی یادشده، با رویکرد تفسیری- تحلیلی و به کمک روش تحلیل محتوای کیفی، مصوبات موضوعات مرتبط با طراحی شهری پرداخته شده بود، استخراج گردید و سپس محتوای مرتبط با طرح های توسعه شهری از منظر حقوقی، در این 42 مصوبه مورد بررسی قرار گرفت.

یافته­ ها: توجه به بافت و بناهای تاریخی با 24/68 درصد، توجه به زمینه تاریخی موجود با 18/36، گردشگری در پهنه­ های شهری با 16/58، و محورهای تفریحی و فراغتی با 15/47 درصد بیشترین‌ موضوعاتی بودند که از نظر حقوقی مورد توجه‌ بوده اند. در این‌ میان به‌ موضوعات «محور دید» با 0/98، «محور پیاده روی» 1/88 و «محور دوچرخه سواری»1/88 توجه «به تناسبات ارتفاعی» «مقیاس انسانی» توجه‌ کمتری به لحاظ حقوقی در مسائل سیاست های شهر سازی ایران از نظر حقوقی در طی دهۀ 60 تا اواخر دهۀ 90 شده است‌.

نتیجه­ گیری: در نتیجه‌ هم‌ اینک‌ با وجود صد عنوان از متون قانونی‌ که‌ حداقل‌ یک‌ ماده یا بند مرتبط‌ با امر طرح ریزی‌ کنترل توسعه‌ کالبدی‌ کشور دارند، این‌ مجموعه‌ هنوز نتوانسته‌، پاسخ‌گوی‌ نیازهای‌ امروز توسعه‌ کالبدی‌ کشور باشد و روابط‌ دولت‌ با مردم و مردم با مردم و چارچوب حقوقی‌ و قانونی‌ روابط‌ را معین‌ کند.
