چکیده

کیفیت فضای شهری و حضور ساکنان یکی از مهم‌ترین مسائل طراحی شهری امروز است زیرا تسلط حضور سواره امکان تردد گروه‌های مختلف اجتماعی و سرزندگی فضاهای شهری را کم‌رنگ کرده است. ضرورت توجه به این مسئله در بافت متراکم منطقه 10 که با کمبود فضاهای باز شهری گریبان گیر است، نیاز به خلق مکان برای حضور کودکان در فضای شهری را دوچندان کرده است.

این مطالعه درصدد است تا روایت ، رویداد طراحی شهری تاکتیکی را دریکی از خیابانهای فعال منطقه 10 تهران تحت عنوان «خیابان در دست بچهها», با رویکرد کیفی و به «روش مطالعه موردی» بررسی کند و امکان حضور بیشتر کودکان را در فضای شهری واکاوی نماید. این رویداد بر اساس اصول شهرسازی تاکتیکی در جهت تحقق تأمین نیازهای ساکنان بخصوص کودکان و نوجوانان است تا با ارائه رویکردی از جنس اقدامات کوچک‌مقیاس پاسخ دهد. مطالعه موردی رویداد «خیابان در دست بچهها» که در آذرماه 1396 انجام‌شده است. گردآوری داده‌های پژوهش به روش مشاهده مشارکتی و مصاحبه نیمه ساختاریافته با 13 نفر از کارشناسان و 15 نفر از مخاطبان این رویداد، جمع‌آوری و به روش تحلیل محتوا ارزیابی‌شده است.

یافته‌های این پژوهش نشان می‌دهد که رویداد شهرسازی تاکتیکی بر اساس «تفکر طراحی» در 5 گام «درک و همدلی», «تعریف موضوع»، «ایده پردازی»، «اجرای نمونه اولیه» و «آزمون» قابل‌برنامه‌ریزی و ارزیابی هستند. وقوع این رویدادها را می‌توان سرمشقی برای جریان تکاملی پروژه‌های شهرسازی تاکتیکی در خدمت مدیریت شهری متکی بر رویدادهای کوچک‌مقیاس و امکان تحقق ابزار غیررسمی «حکمروایی طراحی شهری» در جهت ارتقا کیفیت محیط برشمرد.

چکیده English

The quality of urban spaces and the presence of residents are some of the primary issues of current urbanism, as the dominance of vehicles has diminished the commuting opportunity for different social groups and the liveliness of urban spaces. This is especially true for urban spaces where once acted as children’s playground and now have turned into vehicle routes, pushing their former function to the sides. In the dense landscape of district 10, with its insufficient open urban spaces, this issue is even more pronounced, doubling the need for creating urban spaces accommodating children. Tactical urbanism is a general term describing such urban interventions regarding different qualities (e.g. the scale of the project, provisional measures for reusing the unused potentials of cities, providing privileges and support, unofficial actions within legal bounds, or attention to and revitalizing abandoned spaces) and has been further extended in specific academic fields such as traffic engineering
